This article outlines two straightforward methods for installing CITIZEN MONITOR on PC Windows and Mac.

Using BlueStacks

ABOUT THE CENTRE FOR BUDGET AND ECONOMIC GOVERNANCE (CBEG).

The Center for Budget and Economic Governance (CBEG) at ACODE is funded by the Hewlett Foundation. The CBEG seeks to improve the quality of life of Ugandan’s through promoting transparent and accountable public expenditure as well as increasing economic opportunities for women men and the youth. The Center has three primary areas of focus including Transparency and Accountability, Local Economic Development and Regional Integration.

Work on transparency and accountability under the Center is premised on the thesis that greater transparency has not translated into accountability in Uganda because the demand and supply sides of accountability have remained disjointed thereby undermining the accountability framework. The CBEG will seeks to bridge this gap by creating more options for citizens to demand for accountability while empowering them to use those spaces to demand for accountability. ACODE in partnership with Ministry of Finance and Economic Development (MoFPED), Budget Strengthening Initiative (BSI) , the Overseas Development Institute (ODI), and Innovations for Poverty Action (IPA) under the Budget Transparency Initiative (BTI) is working to strengthen transparency; improve accountability and; the quality of public service delivery (www.budget.go.ug).

The CITIZEN MONITOR Mobile App

The Citizen Monitor Mobile App is an innovation of the Advocates Coalition for Development and Environment aimed to strengthen the demand side of accountability in Uganda. The Citizen Monitor Mobile App is designed to solicit feedback on public services from citizens in Uganda. With the Citizen Monitor Mobile App we provide a voice to share both positive and negative experiences online with far reaching audiences. Get involved, speak up about public service delivery and lets all hold duty bearers accountable!

WHY SEND FEEDBACK ON SERVICE DELIVERY
Feedback on service delivery from citizens is critical for improving the quality of public services including education, health, roads, agriculture to mention a few. For the first time in Uganda, responding to feedback from citizens by accounting officers is mandatory. Performance of the accounting officers will be assessed based on among other things responding to feedback. Feedback sent using the Citizen Monitor App will be sent to the Ministry of Finance Planning and Economic Development which will ensure that it is given due consideration.
