About this app

The Mercury spectrum collaboration application is developed specifically to meet a capability gap in quick coordination of spectrum requirements during Humanitarian Assistance and Disaster Relief (HA/DR) events. Designed on a cloud-based infrastructure, Mercury is readily and universally available to facilitate response coordination during these types of efforts. Mercury user accounts must be vetted and approved before individuals can access the system. In the unfortunate event of a disaster, countries can use Mercury to coordinate between responders more efficiently and shorten response times. Mercury is also used during annual HA/DR international exercises. Today it is used by multiple Combatant Commands (COCOMs) and in numerous training exercises.

Mercury is intended for units requiring electromagnetic spectrum resources for unclassified usage, with no expectation of access to formally trained spectrum managers or secure networks. Mercury is designed to be highly intuitive and easy to use so that individuals from any country or background can quickly and easily enter requests for spectrum services. It provides a unique capability to perform transnational coordination of spectrum resources in a timely manner.

Mercury has proven to be a useful disaster relief tool in real-world scenarios. It was used to provide valuable communication services during the Philippines Typhoon Haiyan in 2013, and the Nepal Earthquake of 2015.

Mercury supports requests for radio frequencies in support of Humanitarian Assistance and Disaster Response (HA/DR) Operations for:

Non-Government Organizations (NGO);
International Humanitarian Community (IHC) Responders;
Industry Responders;
Military Responders.
