El Sistema para el Desarrollo Integral de la Familia de Baja California, pone a disposición de la población la aplicación "Habla por Ellos DIF BC" que permite realizar solicitudes para la atención de situaciones en las cuales se encuentra en riesgo la integridad física y/o mental de los niños, niñas y adolescentes.

Por medio de la aplicación se recaba información para la ubicación de los hechos que ponen en riesgo la integridad de los NNA´s, así como datos que ayuden identificar a los posibles agresores; el ciudadano reportante puede hacer su solicitud de atención de manera anónima, o bien, personal si es que desea que se le informe sobre el seguimiento del caso reportado.

Esta aplicación puedes realizar las siguientes funciones:
1. Registro de solicitud de atención de manera anónima o personal.
2. Ubicación del lugar de los hechos por medio de geolocalización.
3. Descripción o narración de los hechos por medios escrito o usando la grabadora de audio de su teléfono.
4. Incluir fotografías y videos que se pueden utilizar como material de apoyo para atender la solicitud.
