This article outlines two straightforward methods for installing SimpleLink™ Wi-Fi® Starter Pro on PC Windows and Mac.

Using BlueStacks

  1. Download the APK/XAPK file from this page.

It seems it can still be a little bit flaky if you've ever deployed anything other than the OOBE code.
