This site NEVER works. Rarely do ANY of the functions work! Most times when I try to access a function, 98% of my attempts result in this message: This site can't be reached. 10.102.1.1 took too long to respond. Search Google for UserCheck PortalMain. ERR_CONNECTION_TIMED_OUT. What a joke! 85% of my attempts to even get into the app cause the same message to appear. Only after repeated tries do I get in, only to be faced with the same message when I use one of the functions.

The app is, for all relevant purposes, an alternate interface for the website. This includes the ability to get to points that tell you to download the app for more convenient access. For submitting reports of problems (out lights, water leaks), it gets to the point for submitting where it then asks you to create an account. The account creation does not work. Thus, you cannot use it to submit a problem request, its very raison d'etre.

Pure Garbage! It can't even correctly locate your physical address (after you enter it) for city utilities consistently, which is required by the app to report issues or outages.
