The purpose of Tone Adjuster is to automatically sets the volume levels of (Notifications - System) to be low when you have your phone on your ear, to avoid ear damage or getting disturbed from the high volume played by the mobile if you receive a message for example while the phone is on your ear.

Tone Adjuster restores the volume levels of (Notifications - System) to the levels they were when you pull the phone away from your ear, and sets it to the levels you set when you put it back on your ear, and so forth.

You can set the volume levels of both (Notifications - System).
