Dalam rangka menangkap peluang usaha yaitu dengan banyaknya pembangunan jalan tol di sluruh Indonesia, maka didirikan perusahaan yang khusus bergerak dibidang pengoperasian jalan tol. PT Jasamarga Tollroad Operator (JMTO) didirikan pada tanggal 21 Agustus 2015 dengan nama PT JASA LAYANAN OPERASI (JLO) sebagaimana Akta Pendirian No. 07 yang dibuat dihadapan Notaris Rina Utami Djauhari, dan telah mendapatkan pengesahan sebagai badan hukum dari Menteri Hukum dan Hak Asasi Manusia Republik Indonesia melalui Keputusan No. AHU-2452733.AH.01.01TAHUN 2015 tanggal 25 Agustus 2015.

Pada tanggal 24 Januari 2018 melalui Akta No. 19 yang dibuat dihadapan Notaris Amriyati A. Supriyadi, dan telah mendapatkan persetujuan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia melalui Keputusan No. AHU-0001660.AH.01.02.TAHUN 2018 tanggal 24 Januari 2018, nama Perusahaan yang sebelumnya PT Jasa Layanan Operasi berubah menjadi PT Jasamarga Tollroad Operator.

JMTO merupakan kelompok usaha PT Jasa Marga (Persero) Tbk dengan komposisi saham 99,9 persen dimiliki oleh PT Jasa Marga (Persero) Tbk dan 0,1 persen dimiliki oleh Induk Koperasi Karyawan Jasa Marga.

Kegiatan usaha JMTO meliputi layanan transaksi, layanan lalu lintas dan pekerjaan lainnya yang menunjang kegiatan pengoperasian jalan tol.
