exactly what I was looking for - a dummy shortcut to the hotspot settings that I can place on my screen. no need for some complicated app, like most of the others are. everything is already in the android os. just to get there quickly is the issue and this does it.

does what it says, it is a shortcut icon from the home screen to the system menu where you can turn on/off the tethering stuff. is not an app! just so you don't have to search and click and scroll thru the system menu every time you wanna use your phone's internet connection for your laptop. (android 8.1)
