The City 311 App is a wonderful tool that instantly connects City Hall with its Residents. It enables intelligent 2 way communication when needed to help make your Town/City or District even more livable.
1. The Monitoring and Response Console: This receives all of the communication from your residents and responders. This is isa web interface that operates on any PC that is connected to the internet. Multiple users can be created.
2. Resident App. This App is easily downloaded and 90% of the User Profile is optional.
a. This App is not tracked but when your residents need HELP you can find them and even livestream them.
b. The App uses the phones GPS chip and is “map centric”.
3. Responder App. This App is a controlled App with access restricted by the system administrator. This App is given to City Responders, Mgmt., Maintenance, Operations etc.
a. The App is actively tracked.
b. The App can see Reports and Helps on their map for more effective response.
The Monitoring and Response Console (MRC) has these powerful features:
No special equipment is needed. All you need for a Response Console is:
o A PC/The Internet/Electricity and a telephone line.
EMERGENCY NOTIFICATIONS (Warnings) are created in 1 minute or less to all or a select group of your residents &visitors.
There is1 Response Center (RC) per client BUT in an emergency, more can be established to support your response. Response Consoles do NOT have to be situated inside the RC.
It manages an unlimited # of Residents Apps; the App set up is less than a minute.
o All of your residents and visitors can be given the Resident App.
It manages an unlimited # of Responder Apps.
We can put yourlive map(s) right into your civic website that presents all of your map data.Or you can share your live map with other for a fee.
Police/Fire/Medical centres, all transportation hubs can be features.
Waste sites, Garbage cans, parks recreation facilities can be features.
All with Guidelines, Operating Hours, pictures videos etc.
You can update this map at your leisure, all is linked.
System training takes less than 2 hours.
The system is web-based so there is no IT support needed.
An unlimited # of features can be added to your map with all of the associated data. Users can see all with a tap on their screens. Every feature can be updated.
You can MASS MESSAGE your residents or send specific messages to specific groups or to groups in specific areas.
You can receive REPORTS from your residentscomplete:
o Pictures or narrated videos and written comments.
o The report is GPS located and the Time and Sender are attached the REPORT.
o The Reporting resident can be livestreamed so that additional information is gathered. This livestream can be shared internally amongst Response Consoles.
The Map is shared by all. New features can be added or edited daily.
The Reports and Helps automatically go to the closest OPERATING RC.

App Permissions
Allows applications to open network sockets.
Allows an application to initiate a phone call without going through the Dialer user interface for the user to confirm the call.
Allows an application to read the user's call log.
Allows access to the vibrator.

Allows using PowerManager WakeLocks to keep processor from sleeping or screen from dimming.
Allows an app to access precise location.
Allows an application to see the number being dialed during an outgoing call with the option to redirect the call to a different number or abort the call altogether.

Allows read only access to phone state, including the phone number of the device, current cellular network information, the status of any ongoing calls, and a list of any PhoneAccounts registered on the device.
