Just need a whistle? This is the best app I found for that. Not perfect - it isn't very loud and the whistle sound isn't beautiful - but I love that it is simple and straight forward. Press the whistle and it makes the sound. There's also a volume ajuster. Non-obtrusive ads. That's it.
