It asks for an IP address for the projector. I don't think the projector is connected to the Internet so that seems unreasonable. I want to use my phone as a basic remote to turn the projector on and off.

App only works if you buy the qumi WiFi adapter for the projector, it won't use the built in IR transmitter in your phone. Vivitek needs to fix this app

Most Vivitek projectors use the same network/rs232 control commands. This app will network control said projectors, provided you have them set with a static IP address on your home network.
