Poor Functionality

It won't even let you log in.I have performed the retrieve username and the PW. It has let me change my PW but then gives me an alert stating I have already requested a PW change. How am I to get my unemployment if I can't do the job inquiries?!? I have sent emails and called and have gotten nowhere. The website has several bugs also.
