Thực hiện mục tiêu chuyển đổi số, xây dựng đảng bộ của Tỉnh Tuyên Quang. Thời gian qua được sự quan tâm của lãnh đạo tỉnh Tỉnh Tuyên Quang, Ban Tổ chức Tỉnh ủy đã và đang triển khai các các ứng dụng công nghệ thông tin trong xây dựng Đảng, quản lý Đảng viên. Tuy nhiên hiện nay việc các Đảng viên thuộc Đảng bộ Tỉnh Tuyên Quang chưa có ứng dụng để triển khai các chương trình, hoạt động, văn kiện xuyên suốt Đảng bộ tỉnh đến các Đảng viên và quản lý thông tin Đảng viên đáp ứng các yêu cầu triển khai nhiệm vụ, nghị quyết, chương trình trong thời ký số như:

- Các chương trình, hoạt động từ Đảng Bộ tỉnh và các Ban xuyên suốt, nhanh chóng, kịp thời đến các Đảng viên thuộc Đảng bộ.
- Các văn bản, tài liệu của Đảng bộ được triển khai và lưu trữ phục vụ sinh hoạt Đảng của Đảng viên.
- Tiếp nhận các ý kiến đóng góp Xây dựng tổ chức Đảng vững mạnh.

Với các thực trạng và yêu cầu nhiệm vụ xây dựng chính Đảng trong giai đoạn hiện nay, việc triển khai nhiệm vụ “xây dựng hệ thống sổ tay điện tử Tỉnh Tuyên Quang” là hết sức cấp thiết cho công tác phát triển, xây dựng, quản lý, xử lý công việc, minh bạch của Đảng bộ Tỉnh Tuyên Quang.
