먼저, 지금 이 순간에도 낮과 밤을 가리지 않고 묵묵히 일하고 계신 600여명의 고려대의료원 소속 인턴, 레지던트 선생님들의 값진 노고에 대하여 감사와 자부심을 느낀다는 말씀으로 인사를 올립니다.


고전협은 전공의 복지향상과 권익증진을 목표로 하는 고려대의료원 전공의들의 자체 협의회로 2016년 현재 제19기 집행부에 이르기까지 약 20년의 짧지 않은 역사를 지니고 있습니다.


'인턴'과 '레지던트'라는 직군을 논할 때, 언제나 빠지지 않는 것이 '낮은 임금'과 '살인적인 근무시간'일 만큼 국내 전공의 수련환경은 열악합니다. '열정페이'나 '노오력', '갑질'이라는 최근 이슈가 되고 있는 신조어 역시 낯설지 않은 것이 대한민국 전공의들의 현실이며 우리 고려대의료원 소속 전공의들 역시 예외가 아닙니다.


특히 우리가 소속된 고려대의료원은 자타가 인정하는 대한민국 최고의 명문사학, 고려대학교 부속 의료기관임에도 근무환경과 전공의의 복지 등의 측면에서 많은 아쉬움이 있는 것이 사실입니다.


이러한 상황에서 2015년 말, 전공의의 지위향상과 수련환경 개선을 목적으로 명시한 이 국회를 통과한 것은 뒤늦게 나마 다행스러운 일이 아닐 수 없습니다.


그럼에도 불구하고 수십년간 어떠한 규제도 받지 않고 수련이라는 명목을 내세워 전공의들의 젊음을 양분으로 삼아 몸집을 키워온 대형병원들은 법안이 국회를 통과하는 과정에서 이 법을 노골적으로 반대하는 것으로도 모자라 법이 제정, 공표된 지금에도 어떻게든 법의 태두리 내에서 전공의의 노동력을 최대한 활용하기 위하여 잔꾀를 부리고 있습니다.


현재 전국 15,000명의 전공의의 모임인 대한전공의협의회(대전협)은 이 법안의 하위법령 제정 과정에 참여하여 고용자 입장인 병원계의 입장에 맞서 최대한 전공의의 권익을 증진시킬 수 있도록 모든 노력을 다하고 있습니다. 고전협 역시 대전협의 주요 멤버로서 이러한 전공의 권익증진을 위한 활동에 적극 참여하고 있습니다.


살인적인 저수가, 의료전달체계의 붕괴... 복마전과 같은 대한민국 의료계의 여러 모순들을 순서대로 따라가다 보면, 결국 이 왜곡된 체계를 지탱하는 것이 다름 아닌 불과 2만명도 안되는 우리 젊은 의사들의 땀과 눈물이라는 결론에 도달하게 됩니다. 전공의특별법은 이러한 모순의 고리를 끊으려는 시도입니다.



무엇보다 중요한 것은 우리 전공의들의 단합입니다.


고전협 홈페이지와 어플리케이션 사업은 이러한 배경에서 진행되었습니다. 고전협 홈페이지가 고려대의료원 소속 전공의선생님들에게 실질적인 편의를 제공함과 동시에 전공의선생님들의 활발한 교류의 장이 되었으면 합니다. 오늘 이 시작이, 급변하는 의료환경과 반(反)의사적인 외부의 도전으로부터 우리 스스로를 지켜내고 우리의 뜻을 관철시킬 수 있는 기반이 되기를 희망합니다.
