This article outlines two straightforward methods for installing Dictionary Dutch English on PC Windows and Mac.

Using BlueStacks

On the down side, it's missing some important words and it can't talk dutch words aloud. Also, there are no phrases for almost any word! Disappointment. It crashes once a day on my nexus 4...
