กระทรวงการคลัง เดินหน้าจัดทำโครงการบัตรสวัสดิการแห่งรัฐรอบใหม่ เพื่อเสนอให้พิจารณา ชี้จะปรับหลักเกณฑ์การเปิดรับลงทะเบียนผู้มีรายได้น้อยให้รัดกุมยิ่งขึ้น เบื้องต้นคาดว่าจะมีการเปิดให้ลงทะเบียนภายในไตรมาสที่ 4 ของปีนี้ (ช่วงระหว่างเดือนตุลาคม – เดือนธันวาคม 2563
อย่างไรก็ตาม จากการปรับหลักเกณฑ์เปิดรับลงทะเบียนรอบใหม่นี้ กระทรวงการคลังคาดว่า จะทำให้มีผู้ได้รับบัตรสวัสดิการแห่งรัฐ โดยผู้ที่มีบัตรอยู่แล้วก็จะได้รับสิทธิสวัสดิการขั้นพื้นฐานอย่างต่อเนื่อง เช่น ค่าใช้จ่ายในการซื้อสินค้าอุปโภคบริโภค, ค่าใช้จ่ายการเดินทาง เป็นต้น โดยมีการคาดการณ์ว่าจะใช้งบประมาณในการดำเนินการโครงการบัตรสวัสดิการแห่งรัฐในปี 2564 อยู่ที่ 54,729.25 ล้านบาท ทำให้รัฐสามารถนำงบประมาณไปช่วยเหลือผู้ที่เดือดร้อนและมีความจำเป็นจริง ๆ ได้ตรงกลุ่มเป้าหมายมากยิ่งขึ้น

• มีสัญชาติไทย อายุ 18 ปีขึ้นไป
• ว่างงาน หรือมีรายได้ส่วนตัวไม่เกิน 100,000 บาทต่อปี
• รายได้ต่อครัวเรือน เป็นตัวประกอบการพิจารณา
• ถ้ามีรถยนต์ จะถูกนำมาพิจารณา แต่ถ้ามี 2-3 คันจะไม่ได้รับสิทธิบัตรสวัสดิการแห่งรัฐ
• ถ้ามีการถือบัตรเครดิต ก็จะถูกนำมาพิจารณาเช่นกัน
