It will only let you unlock 24 cars out of 25. It will say that all cars are unlocked when you unlock 24 cars. The car that you can't unlock is the P45.

Horrible, all it it trying to keep a car spinning around a little building and hit camper trailers and donuts, I thought it was one of many types of challenges, fortunately it's free, unfortunately, I'll never get back the 5 minutes of life I wasted on the steaming pile of (you know what)
