Great concept but unable to open. As the previous guy it is stuck on attempting to download data.

I can't open the app. It constantly says "Attempting to download data". Annoying as it is a great concept to move the Handbook to an app.

The World Rugby Handbook is available in the three World Rugby official languages (English, French and Spanish) and includes the World Rugby regulations relating to the game (including regulations pertaining to player eligibility, international release, foul play and anti-doping), bye-laws, general regulations and the tours agreement.
