The time is an hour behind regular time,having trouble setting it . everything else is fine

This app and p2p webcam is made in China. I highly suspect the Chinese government is spying on us! Why does the camera move automatically at night when I am sleeping? I caught it moving by itself several times and when I found out, it stops moving.
