Using BlueStacks

About this app

Mit der BürgerApp können sich alle Einwohnerinnen und Einwohner Tübingens ab 16 Jahren an der politischen Willensbildung zu ausgewählten Themen beteiligen. Die BürgerApp ermöglicht es dem Gemeinderat, vor einer Entscheidung die Einwohnerinnen und Einwohner nach ihrer Meinung zu fragen. Die Entscheidung trifft zwar der Gemeinderat, das Ergebnis der Befragung gibt dem Gemeinderat aber die wichtige Information, ob er auch im Sinne der Tübingerinnen und Tübinger handelt. Tut er dies nicht, muss er einen abweichenden Beschluss gut begründen.

Zu den Themen und Inhalten einer Befragung stellt die Universitätsstadt Tübingen über die BürgerApp Informationen bereit. Die BürgerApp informiert Nutzerinnen und Nutzer automatisch über neue Befragungen. Die Abstimmung ist direkt über das Smartphone oder Tablet möglich. Die Teilnahme ist sehr einfach. Alle Tübingerinnen und Tübinger erhalten per Post einen Registrierungs-Code von der Stadtverwaltung. Die einmalige Registrierung unterbindet Mehrfachabstimmungen und stellt sicher, dass nur Einwohnerinnen und Einwohner abstimmen.

Die Teilnahme an einer Befragung ist immer freiwillig und völlig anonym. Das Verfahren ist so aufgebaut, dass keine Rückschlüsse möglich sind, ob eine Person teilgenommen hat und wie sie die Fragen beantwortet hat. Das Verfahren zur Teilnahme und Auswertung der Befragungen wurde mit dem Beauftragten für Datenschutz und Informationsfreiheit des Landes Baden-Württemberg abgestimmt. Um Manipulationen auszuschließen, hat die Tübinger Firma SySS GmbH einen mehrtägigen Sicherheitstest gemacht und Schwachstellen behoben. Die BürgerApp wurde von der SySS GmbH in Gold zertifiziert.
