I tried a handful of other Velib apps, but this one is simple and does the job well. The offline capability was a necessary feature for me, because traveling in Europe, I don't have a data connection - just GPS. All the necessary features, no frills, and if you do have a data connection, you can see the number of bikes at each station. Persistent hint dialog is a little annoying - a "don't show again" checkbox would be a nice bonus. Also a little big (34 MB) but I'm happy it does what I need.

Find the nearest Velib station, even if not connected to the Internet.
When in a hurry you don't need to wait for the map to load anymore. The Paris map is stored on your phone so you always have access to it even if not connected to the Internet.
Highly useful even if all you want is to lookup street names.
If connected to the Internet you can see how many bycicles are available in the nearest station.
Presents your current location on the map and allows quick jumping to it.
