As others have pointed out, since this app uses an external source for the list and that source seems to be missing you cannot update the list. I am not sure why basic plant information could not be provided by the app and then, optionally at a later time, be updated via some sort of external location. Not my app so all I can do is say, "it doesn't work" and move on.

List is empty all the time.tried downloading but only got few plants and that was until closing and reopening the app. Uninstalling due to intrusive full screen ads anyway...
