Has the face of an app but click on anything and it brings you to the website. There is potential, if it could actually be an app and not a quick click back to the messy website (only messy on phones)

Navigation is a little difficult and it appears to be identical to browsing the city website on your phone. Hopefully it will be expanded for improved navigation and better information sharing in the future.
