This article outlines two straightforward methods for installing 8bit Icon Pack - Icon Theme free on PC Windows and Mac.

Currently only 115 icons. Quality is good. I collect 8 bit sets because none of them are perfect for me. However I would wait for awhile on this set if you want a more complete set of icons. Paid version does not appear to be available. I hope the dev continues work on these.
