App installs, error message pops up saying app needs restart. Click okay and same message pops up. Close the window, message pops up. This happens over and over. Same thing on another Android we have. It requires closing the window and quickly opening settings, then closing the message window again, then quickly getting to settings window and choosing the app, then closing message window again and quickly finding app setting window and hitting the uninstall button! Restarting the phone doesn't help.
