จากนั้น การท่องเที่ยวแห่งประเทศไทย จะมีคณะทำงานที่ประเมินเพื่อคิดค่าใช้จ่ายต่อผู้ใช้บริการด้วยโปรแกรมที่เสนอมา ว่ามีความเหมาะสมมากน้อยเพียงใด ฉะนั้นในขั้นต้นจะอยู่ที่ประมาณ 12,500 บาทต่อโปรแกรม โดยรัฐบาลจะสนับสนุนประมาณ 40% ไม่เกิน 5,000 บาท

สำหรับสิทธิ์ที่จะใช้ในโครงการนี้มีทั้งหมด 1 ล้านสิทธิ์ โดยบริษัททัวร์แต่ละแห่งจะรับลูกค้าได้ไม่เกิน 1,000 ราย ส่วนช่วงระยะเวลาในการดำเนินโครงการ คือเดือน พ.ค.-ส.ค. 2564 ทั้งนี้ผู้ที่สนใจรับสิทธิ์ต้องเข้าไปเลือกโปรแกรมผ่านเว็บไซต์การท่องเที่ยวแห่งประเทศไทย จากนั้นติดต่อบริษัทนำเที่ยวแล้วชำระเงินผ่านแอปพลิเคชัน "เป๋าตัง" เท่านั้น
