สำหรับโครงการคนละครึ่งเฟสที่ 1 และ เฟสที่ 2 ที่เวลานี้ ประชาชนชาวไทย ได้ทำการลงทะเบียนไปแล้วรวมกันกว่า 14 ล้านราย โครงการ “คนละครึ่ง” นั้นรัฐจะร่วมจ่ายค่า อาหารเครื่องดื่มและสินค้าทั่วไป 50% แต่ไม่เกิน 150 บาท ต่อคน ต่อวันหรือไม่ เกิน 3,500 บาท ต่อคน ขณะที่ประชาชนจ่าย 50% เพื่อช่วยกระตุ้นแบ่งเบาภาระค่าครองชีพของประชาชน โดยเฉพาะ กระตุ้นเศรษฐกิจระดับฐานรากให้มีเม็ดเงินหมุนเวียนในระบบเศรษฐกิจ โดยโครงการคนละครึ่งมีผู้มีสิทธิ์ได้เข้าร่วมโครงการรวม 15 ล้านคน และจะสิ้นสุดในวันที่ 31 มี.ค. 2564 ทั้งนี้ โดยหลักการเบื้องต้น “คนละครึ่ง” ยังอยู่ภายใต้แนวคิด โค-เพย์ คือ รัฐช่วยจ่าย 50% และ ผู้ได้รับสิทธิจ่ายเองอีก 50% มีการคาดการณ์เงื่อนไขที่จะเพิ่มเติมจาก คนละครึ่งเฟสที่ 1 และเฟสที่ 2 คือ คนละครึ่งเฟส 3 จะเปิดให้ผู้ได้รับสิทธิ์สามารถนำไปใช้จ่ายเพื่อซื้อบริการได้ด้วย อาทิ การจ่ายเพื่อค่าขนส่งสาธารณะ เช่นเดียวกับมาตรการเราชนะ
