התחרות הוקמה ב -1999 בעקבות החלטת איגוד הכדורגל הישראלי להקים ליגה חדשה. הוא גם מדורגת במקום ה -18 במקדמי אופ"א של הליגות על סמך הופעות בתחרויות באירופה בחמש השנים האחרונות, לקראת החטיבה הראשונה של הקפריסאים וליגה הראשונה של רומניה. [2]

מאז 1923, 14 מועדונים הוכתרו אלופי מערכת הכדורגל הישראלית. מתוך שבעת המועדונים שהתחרו מאז היווסדה של הליגה הישראלית ב -1999 זכו בשבע התואר: בית"ר ירושלים (פעמיים), הפועל באר שבע (פעמיים), הפועל תל אביב (פעמיים), מכבי חיפה (שבע פעמים), מכבי תל אביב (ארבע פעמים), עירוני קריית שמונה (פעם). האליפות הנוכחית הן הפועל באר שבע, שזכתה בעונת 2017-18.

The Israeli Premier League (Hebrew: ליגת העל‬, Ligat HaAl, lit. The Super League), commonly known as Ligat Winner (Hebrew: ליגת ווינר‬) for sponsorship reasons with Toto Winner [1], is an Israeli professional league for association football clubs. It is the highest tier of the professional Israeli football league system. Administrated by the Israel Football Association (IFA), Ligat is contested by 14 clubs, it operates on a system of promotion and relegation with Liga Leumit. Seasons run from August to May, with teams playing 32 matches each, totalling 224 matches in the season. Five games are played on Saturdays, with one game played on Sundays and one game on Mondays.

The competition formed on 1999 following the decision of the Israel Football Association to form a new league. It is also ranked eighteenth in the UEFA coefficients of leagues based on performances in European competitions over the last five years, ahead of the Cypriot First Division and Rominian's Liga I.[2]

Since 1923, a total of 14 clubs have been crowned champions of the Israeli football system. Of the twenty-seven clubs to have competed since the inception of the Israeli Premier League in 1999, seven have won the title: Beitar Jerusalem (twice), Hapoel Be'er Sheva (twice), Hapoel Tel Aviv (twice), Maccabi Haifa (seven times), Maccabi Tel Aviv (four times), and Ironi Kiryat Shmona (once). The current champions are Hapoel Be'er Sheva, who won the 2017–18 season.
